Maybe so, that Steve Kountz looks like a pothead, but I don't know - this is, after all, Hinkley Hills - American middle class, white collar, flag, mom and apple pie suburbia. Those Hinkley Hills cops are on top of things. They wouldn't stand for that kind of thing.
And don't forget Rumsfield - he would snap some necks if he found that kinda stuff going down in his neighborhood and he's got the tools to find out - radio, night vision goggles, who knows what else.
