Has the 3rd ending ever been released? I've heard of it also but have never been told that a person had actually seen it.

I think Ray said that in the french version because back in the days, they had to change the dialogues based on cultural themes.For example when Art mentions Spud Webb, in France the nba fans were a minority, so they changed his line in 'you can jump higher,basketball player'. They changed Paris to Tokyo for the same purpose.
