OK, probably this is going to be the only contribution in this thread but let's list some music / scores / themes that in your opinion create a perfect "snooping around atmosphere".
In this context I especially like Harold Faltermeyer's "The Shootout" from the Beverly Hills Cop 2 movie which for some reason was not included in the Beverly Hills Cop 2 Soundtrack.
