Why did all of the Klopeks (including the dog) need to go to the university to discuss yet another transfer? That part is what I can't understand. Is it possible they were lying to everyone and went somewhere else that day?

Did anyone ever notice that one of the cops at the end is wearing some sort of mask? It's in the scene right where Hans is attempting to sneak away from the ambulance. Here's a screen capture:
