That is correct. She looks like a female version of Art!

 
Can you imagine if Suzette acted just like Art?
No wonder Ray wanted to move.
 
It would also explain why Art didn't want to go with her...
 
And her mother is probably the same way,
so I can understand why he'd rather chew broken glass...haha
