It sounds a bit like the multiple fences for protection they have around thr prison in The Walking Dead. Maybe your neighbor is expecting a zombie apocalypse?<center><hr width="100%"/></center></blockquote></span>
LOL, I think we found the solution. But all those fences make it more difficult to snoop around a little bit. Just in case they are trying to hide something. Did you already check out their property with an infrared scope? Are they at least semi-normal?
